Please for my information any one who hase knowledge and know it can help me after nomination got it still visa we can maintain our bank balance which one we shows during processing time or if has not problem we withdrow or move it. If we move or withdraw it make proble in our visa processing.

It is not a problem if your IELTS certificate is expired after file transfer to local visa office. You don't need to do it again.

Yes you can pay via Draft too.

There is no restriction for the same, but you never know they can conduct your back ground check any time.

Suggestion:
If you are not in a great need for funds do let them as it is.
