My wife NOC is also 5241 but unfortunately she couldn't complete her Bachelors in Graphic Design. Can she apply any PNP?

NOC 5241 Graphic Designer and Illustrators are eligible for express entry/PNP(not for all) unless your minimum requirements are met. Those are 1. Education, 2. Age, 3. English language, 4. Work Experience etc..
This NOC is high demand in Ontario.
