I have become a permanent resident of Canada in 2018. I had entered Canada as a permanent resident in 2018 and had stayed in the country for only 4 days as a permanent resident. Within the 4 days of stay I have also got my SIN and opened bank accounts. I however had no income in Canada for 2017 and presently do not live in Canada. I however plan to return back to Canada in 2018 and settle down and find work and start living in Canada. My question is do I have to file my taxes for 2017?

No you don't have to file taxes for 2017...but you could if you want.
If you were still in Canada and even did not earn any income, I would have advised that you file taxes, as it may be the bedrock of your benefits going forward, and you may even get some refund for the 2017 tax year.
However, for your case, Its not a must to file taxes for 2017.

Why would he ever get a refund from the CRA for 2017? He did not pay anything to CRA.

It sounds like it will be in the best interest of oneself to file the taxes even though I have not earned any income for 2017.
