Cancellation of spousal sponsorship

If I cancel spousal sponsorship, spouse is in Egypt, can he arrive to Canada and apply for a refugee claimant status?
His application to come to Canada as a visitor was not approved 5 years ago.
I have a fear he can hurt me or my family if allowed to arrive to Canada because I decided to stop the application.

Just mention you are asking on behalf of someone else so you don't confuse people.
