Your post is a bit confusing. There is no conditional PR with refugee applications.

There used to be a conditional PR rule with spousal sponsorship. However this rule was removed this year.

Based on the information you have provided, he should be able to sponsor you once you are either married or common law. Common law means you have lived together continuously for at least one full year. Canada has no fiance sponsorship class.

Be aware that he can not travel back to his home country to marry you (if that’s the plan) or he risks loosing his PR. You would either need to come to Canada or a third country to do so.

Hi, thank u for reply . Do you means ones you got your pr then you can start sponsoring your common law partner ? Or spouse ? Theres no need for your pr to be 2 years then able to sponsor someone ? My fiance arrive in canada last year of may and got pr on augost lastyear . And he start working in one company there . He got sponsor from a family friend who has there business there in canada. Is that posible for him now to sponsor me as a common law partner ?thanks for your reply.higgly appreciate it

As mentioned previously he can only sponsor you if you are married or if you are common law (lived together for 1 year).

Is he actually a permanent resident? Seems like it would be too soon for him to have received PR.
He had his pr since augost 2016. He arrive in in canada on May 2016 And got pr after 3months . When he tried to sponsor me on december 2016 and went to the lawyer and they applied .it refuced due to his not even 1 year in canada neither his pr is 1year. And his pr saying its conditional pr for 2years. Now he wanted to sponsor me but he is confused if its posible for him now to sponsor me is that true that even you got your pr in canada you need atleast 2 to 3 years to be able to sponsor your spause or common law partner in canada? That hi need to prove him self that he is a good payer of tax and responsible person in canada ? his pr now is morethan 1 year . And we lived together here in bahrain for 4years . Thank you for your reaply
