EOI for Express Entry

I appeared for IELTS on 2nd Dec but unfortunately they sent me a TRF which is poorly printed and many fields in TRF including my passport number is not visible in that. I have contacted them for correction but the British Council has been unresponsive. Now the Christmas vacations are coming up and they will probably resolve this issue after the vacations.

My question: Do I need a scan of the TRF for applying for EOI or do I just have to state my score while submitting the EOI without uploading the scan? Because, in the later case I can apply for EOI and sort out the TRF printing issue in the mean while as I wait for ITA.

You don't need to submit any documents when submitting an Express Entry profile (I assume this is what you mean by EOI). The profile will only ask you for the reference numbers on the IELTS Results document, but it won't actually ask you for a copy of the document. So as long as you can properly read the reference numbers (registration number and pin, I believe), you should be fine.

Yup; keep in mind though, once you get your ITA and are completing your eAPR, IRCC (CIC) doesn't actually ask you, at any point, to include your language test results. But most people consider it a good idea to include it along with their educational qualification documents (i.e. provide a scan of degree(s)/diploma(s), scan of ECA(s), and a scan of language test results)
