Guys I felt that this is blessing in a way for the people whose spouses have been employed using H4 EAD because it'll be lot easier to convince them to move to Canada now.
It'll also make economic sense.. for instance, if H1 holder was making $100k USD ($140k CAD) in US, it might be possible to make the same salary in Canada with two person earning.. like $75k CAD + $65k CAD (for spouse), but the benefit being spouse can keep up the career. The problem of lower Canadian wages would be somewhat offset by this. Also since there is no health insurance premium in Canada, making same salary in both places is like making around $10k extra (premium cost savings) in Canada. So that can be used to offset the higher cost of living costs in Canada too. In long run, with more local experience, it might be possible to earn more than what someone would have made being in US with single income too.
