Seems all the vo are working based on cic order. All of them are busy working on Express entry applications, while they kept paper based application hanging on there tables. IRCC/CIC is our problem not the VOs.

They are working on study permits as well and they will continue where they stopped in January.
I agree with you. We can hope that VO will resume our application from January.

How do you think your files can be transferred to Local VO?the visa office that your file will be transferred to due to your current adress.
 
I guess just before MR the status change to BGIP. In my case that was happened. Since then no changes in status. Hopefully they will start working from new year...
