HELP!!! STUDY PERMIT APPLICATION REFUSED TWICE!! Should I reapply??

I've applied for a study permit for a graduate certificate program twice and was rejected at both times.

1)The first time they rejected me was because of the following reasons; (I'm not convinced of the bona fide FUNDS available for your stay in Canada) & (Purpose of stay, I'm not convinced you'll actively pursue the proposed program and you'll leave at the end of your stay. I covered the Funds concern in my second application by providing my sponsor's (Dad) bank Statement/Employment Proof/ Declaration form that he'll fund my education and it was CLEARED!! And for the Purpose of stay, I explained to them that I have already graduated from a university with a degree in Chemical Engineering, that The proposed program will help me in my future career since it is an engineering program, and that a graduate certificate is a suitable alternative for a Masters Program which is shorter and convenient.

2) My second application was rejected for one REASON ONLY (PURPOSE OF STAY)- Upon a complete review of the application, previous academic and employment history and the reasonableness of undertaking the proposed studies in Canada, I am not satisfied you are a bona fide student & would depart Canada at end of authorized stay.

WHAT SHOULD I DO??? I STILL HAVE TO TIME TO REAPPLY BUT WHAT SHOULD I INCLUDE THIS TIME ROUND? HOW CAN I CONVINCE THEM THAT I'M GOING TO LEAVE???? PLEASE HELP

A graduate certificate doesn't hold much value and is a lower level of study than a Bachelor degree. At a minimum, you should be applying to take a post graduate diploma in Canada. So this would be one reason why you've been refused due to purpose of stay. You should change programs before you reapply.

Hey, Thank you for your reply. The admission requirements for the program I applied for was an advanced diploma but PREFERABLY an Engineering Bachelor Degree. Hence it is made specifically for engineering degree holders. It says that specifically on their website. The program starts at the end of January. I can not change it now.

Unfortunately it doesn't really matter what the school's admission requirements are. All that matters is what IRCC/CIC thinks. An advanced diploma is a lower level of study than a Bachelor degree (I can tell you that as someone who was born in Canada) - and it in no way compares to a Master's.

It's too late to apply again for January. You'll need to defer your studies to May or September. Again, I would recommend you chose a post graduate diploma instead. If you are aiming to get PR, make sure it's at least a two year programs.

Thank you so much for this info. You're right, I did have doubts regarding the shortness of this program BUT I have a job offer letter stating that I'll commence work at their company (Major Petrochemical Company in the Middle-East) at the end of 2019 and that knowledge from the program I've applied for is highly appreciated (Since it's a very -hands-on-practical and industrial program). Will that help?

My objective is to study the program I've applied to tbh. It's an industrial program that would save me years of training in companies (the techniques they'll teach me etc.). And I have a job offer letter to confirm that I have ties back home and the salary is pretty decent and it's specified. With regards to PR, I'm not so sure at this point. So will this letter help me if I reapply???

I personally would not reapply immediately given you already have two refusals in quick succession. I would apply for your GCMS notes (they take a month to arrive) to see the detailed reasons for the refusals - and only reapply once you have this information and can ensure you are addressing all of the refusal reasons fully.

But it's ultimately up to you...

No, you're right. Thanks for all your insight. You do raise a valid point. Reapplying without knowing what exactly is missing could prove to be a mistake. I did clarify the fund's concern they had initially but apparently, the purpose of stay reason was just not covered. All I wanted to know what more documents could they possibly require.

You should have ordered the GCMS notes right after the first refusal. The refusal letter is almost the same of the rejected students. Dont loose hope. I was rejected twice and got the study permit in the 3rd permit. There are 2 other members who also got the permit in the 3rd attempt. get caips/gcms first

I dont think you can apply for Jan intake now. The deadline was Dec 1st. You are already late. Purpose of visit - you SOP was not strong enough to convice the officer.

The second application took a processing time of only 2 weeks. And I have around 6 weeks until the start of my course. If the 3rd trial takes 2 weeks as well it should be fine. But how can I improve my SOP?!

There are 2 weeks at the end of December where the government basically shuts down so you have less time than you think.

Well, I'm in Kuwait and my Visa is being processed in the UAE. I checked, they said I can still apply and I have until the end of January util my course starts. Now, this is my only window of opportunity that I need to grab!! My question is, how can I prove to them that my purpose of visit is to actually study!! How can I prove to them that I'll leave at the end of my stay?? Thank you so much for your reply.
