There are no minimum income requirements to sponsor. You cannot be collecting welfare and I believe there may be restrictions surrounding declaring bankruptcy.
This is not only a plan for the application. This is also a plan for you and your spouse. Do you or him have savings? Will there be support from family member to provide free accommodation for you two in case you don't make enough to cover both of your expenses until he settles and get a job?
The bottom line is that you are responsible for him for 3 years after he becomes a PR. So neither you or him can get welfare in that period of time.
