Documents Required for WES

Hello All !

After sailing through the internet for hours, I still could not get the accurate answers for my below query.
Hence decided to post them here:
a) Do I need a Transcript or Statement of Marks(attested from University in a sealed envelop) for applying PR in Canada?

b) I have studied diploma in engineering and then pursed bachelor of engineering which are both affiliated from Rajiv Gandhi University, Bhopal, MP, so in this case do I need to get Transcript/statement of marks for both of these to submit to WES?

b) Is Express Entry category ihe applicable one, if I plan to migrate as an experienced professional to Canada?

Note:
1) I have completed my studies from India, and I am currently working abroad, hence finding it difficult to get
the required docs.
2) I see many of you have mentioned that you've submitted transcript to WES for your education evaluation,
however when I checked on WES website list of doc under "State board of Technical Education" for India, I see the statement of marks are required and not the transcript. I apologize if I am asking a repetitive question.

a. You need transcript. You should get it in a sealed envelop from your university and make sure that the seal is not broken. Along with this, have photocopies of your statement of marks and degree certificates sent to WES for evaluation.

b. Evaluate both.
