What is the deadline for apply student VISA? I yet to be received the Offer Letter from College, most probably within this week. Program will starts Jan-22-2018. Pls help.

Others can comment and although no way to predict seems unlikely you will get a permit approved in time. Do you already have a TRV or will that be part of same application ?
Applications for anything in December can be expected to take longer due to the holidays at the end of the month, Christmas/New Year.

I am applying from Sri Lanka. I don't have a TRV. It will be a new application.
