Is there a paper application/appeals process? (FSW/EE constant rejection)

I earned top marks on the general IELTS (24 pts), a bachelors degree verified by WES (21 pts), 2+ years of skilled work experience as a teacher (11 pts) (Sept of 2015 to now), and I am 28. (12 pts) That is 68 points, so I should be eligible for the EE Pool.

But each time I have applied I have been rejected within minutes. I took the IELTS in June of 2016. I have an ECA from WES, are you supposed to include the IMM in the certificate number or only put in the numbers? I am having a difficult time understanding why I would not be at least eligible for the EE pool. I am currently teaching in Vancouver BC on a 1 year working holiday visa from the United States, so the prospects of a BC PNP are non-existent.

Have you been working at least 1 year for the NOC you have designated. That seems to be the most common reason for the instant rejections.

Sept 2015-June 2016 as 4031 (secondary school teacher, I taught at a high school)
July 2016-June 2017 as 4032 (its labeled as elementary/kindergarten but I was teaching 6th and 8th grade. Thats not quite secondary school nor is it elementary but there is no in between?)
Sept 2017 - Present as 4031 (currently teaching high school in downtown Vancouver)

So I have over 1 year in the NOC I designated. What would be another reason for an instant rejection? I have the funds required as well.

If your main NOC is 4031, that is not 1 year of continuous work experience. Foreign work experience has to be in the same NOC for at least 1 year without any gaps.
If your main NOC is 4032, this could work only if you had 52 full-time weeks of work experience between July 2016 and Jun 2017. Good Luck!

Both NOCs are in the teaching profession.

It doesn't matter that they are related to teaching, both NOCs are not the same and they are are still TWO different jobs.
You have only ONE primary NOC and your 1 year of work experience (as per your quote) must be in the same type of job as your primary NOC.

Does any of my work history count then? Teachers do not have year long employment, we have summers off. I have moved the past two summers so I have not remained at the same school, has this ruined my chances until I have taught here for two continuous years?

Unfortunately, you aren't eligible under FSW if you don't have at least 1 year of continuous foreign work experience. If by 'here' you mean Canada, then you can apply under CEC when you accumulate 1 year of work experience which doesn't have to be continuous in this case. Furthermore, you will be able to claim points for your foreign work experience as well which will increase your CRS points regardless of being continuous and under the same NOC or not. Good Luck!
