If I work in two jobs within mechanical engineering, as a static equipment engineer for one year, then as a rotating equipment engineer for, say two years, will CIC consider my experience to be three years?

Yes. All you need is one year continuous work experience in one NOC to qualify. The rest can be different NOC altogether.
