Im wondering whether someone got refusal after background check step
Many people get refusal at all stages.

You can look in the forum for specific cases.

I meant when everything is ok with your bc but still got refusal.as I got from what I read is background check can be identified as "final step before the approval".Is it true that when your stage is on BC and if you pass that part, approval is about to come? Thanks for response.

"Many people get refusal at ALL STAGES," meaning, even if you pass the background check, it's still not a 100% guarantee, although the chances for refusal are considerably slim by that point.

You mean that even if your background check was satisfactory you still get a refusal because of it? No, that wouldn't make sense.

It is one of the last things done in an usual application. But background check can trigger other checks, for example a request for more documentation from the applicant.

The most you can say is that a decision will shortly be made.

For the first section of your explanation, my answer is no, I didnt mean that:) I was trying to ask, when you are on BC does that mean you are found eligible by other stages and the only thing you have to pass is BC.

yes it is like that if they think or consider your application then they do background check either it won;t take a minute to them to send love letter but again BC doesn't mean guarantee of visa it is just consideration overall outcome came when your BC clear in simple or as jalex explained they can ask for more docs etc hope it help

Yes, refusals are possible even after background checks. That's because the final decision would depend on the assessment made by the visa officer based on a number of factors/your file (after the background check is completed).

In short: An all-clear background check does not assure a TRV approval

so that means after all clear background they asses application again before approve?

Yeah,it occurs to
Assessment of the file by a visa officer is the last stage
But I assume not from the beginning, right? Otherwise why would they create a huge work for themselves if they had had a negative decision already.Today I got an email from the embassy says something like "background check process is being done by the outside agents.once its done, we will take the job where it had last" .I think what you are trying to say is this.

Yes, background checks are done by third-party agents. The perceivable delay in the processing is because IRCC depends on these external sources for the report. The longer it takes for these sources to submit the report, the longer the visa processing time.

These background checks would help IRCC to determine whether or not an applicant is inadmissible. Then the file is then sent to a visa officer to make the final decision considering the background check + evaluation of the strong ties/ purpose of visit/ financial situation, etc

So its almost impossible to say that BC comes after eligibility is satisfactory for the VO.

Background check is usually the last stage, but it is not always like that.

Passing background check means you passed background check, nothing more.
