I have a friend who worked here in Canada before and was sent home in the Philippines because of the 4 years rule for temporary workers. During her stay here she got pregnant and raised a Canadian daughter but due to the CIC 4 yrs rule they both went back home. Is their any program that can help them come back here? If anyone have any idea, your advise will be greatly appreciated.
 
If she wants to move here permanently, then she would need to research Canada's economic immigration programs to determine if she qualifies and what it takes to apply. Detailed information can be found in the link below:

The fact she has a Canadian citizen daughter gives her no advantages and no access to special immigration programs. However her daughter may be able to sponsor her for PR once she is an adult and has lived and worked in Canada for at least three years.
