PR holder currently in Canada... need to apply for spouse PR

Need a guidance. I applied through express entry and got my PR and I am currently in Canada. I have to apply for my spouse PR, she is currently in India.

Could you please advise, if it has to be applied out land and where the documents will be submitted? Can I submit the documents at Mississauga office? need clarity

the application has to be mailed to mississauga regardless of inland or outland.. they decide then which visa office processes the application

Just want to confirm because this is an issue that frequently comes up.
You declared your spouse as non-accompanying on your PR application, right?
