Citizenship Question

We are am applying for our Canadian citizenship but have some questions under the new forms:
1. My son was born in US and had a birth certificate and a childhood passport. But we did not use the passport after we travelled with him 3 times. We rather obtain a new passport from our home country for him, which was used for his permeates resident. Is he still a US citizen or dual citizen of both countries?
2. We travelled for 191 days after we gained out permenant residence. Since then, we have settled in Canada 4years 6months. Do we still need a police report?
3. We were refused visa to the US, 2 years ago. Do we have to state on the form this information, so we do not misrepresent to the case officer?

1) Yes, being a US citizen doesn't need to maintain a valid passport to keep his citizenship. Your son is a dual citizen.
2) Only if 183 or more of those 191 days were spent in the same country, in which case you need its police certificate.
3) CIC only asks about the immigration status you have or had on countries beside Canada, only specify those. You're not hiding anything from them by not stating you had a visa refusal, which should have no relevance for your citizenship application.

Taking a look at the new law from October 11, what do they mean in question 10b on the application

1. "In the past four years, were you in another country other than Canada for 183 days or more?"

2. When does the four years starts when we have lived in Canada for 4 years 6 months without travelling outside Canada?

1. No (considering that you have lived in canada for 4Y 6 M without travelling outside).

2. 4 years prior to the application date.

Sorry, my bad, forgot the 183 days threshold applies to the previous 4 years, not the 5 years relevant period !
