I read through most of this thread and wanted to cheer you guys on.
For everyone here with a score over 400 - be patient and you will get an ITA. The changes CIC made have definitely lowered average scores, and it's only a matter of time before they drop to the low 400s or even lower.
If there's anything you can do to max out your IELTS scores, do it! This is the single biggest factor that you can control - you can't do much about age, or getting a Masters degree. IELTS scores can be improved with just a couple weeks practice, and if you're already in the high 300s, or low 400s, it won't be too hard for you to get a better score. Or perhaps your spouse can improve his/her score if they didn't max it out. The IELTS adds tons of points if you max it, so get to it.
While you're waiting, gather all the documents and have them ready. Write down your address history and your personal history, make sure you have any PCCs(this one depends a little bit on your score - you don't want them to expire before your ITA. It's a judgement call). This makes submitting the application really easy. I was able to submit my application a month after my ITA, and that was pretty late too - there are people who have submitted a complete application the very next day because they had everything ready to go.
And finally, don't give up hope. The Canadian PR process is fantastic because they make it crystal clear - there's absolutely no ambiguity in their requirements. If you meet the requirements, you
will become a Permanent Resident. When you compare this to many other countries, where you never know what the heck is going on (don't get me started on the US Green Card process - I have an approved green card, but to actually get status, it would take decades.. it's a joke. Which is why I'm chilling in Canada now)
Immigrating is not an easy task, but we all have already shown the persistence and can-do spirit we need to succeed. Keep your collective chin up, and you'll all get ITAs - perhaps a New Year's gift, why not (thus spake Zoidberg)
