Yes, you are right the ranking is done for all the applicants in the pool. Whenever more than 1 applicant is stuck on the same CRS (tie situation), the applicant with the oldest profile among them is ranked highest among the tied folks.

But it does not matter unless your CRS matches with the CRS cut off for a draw.

Let's assume, there were 3 applicants on CRS 475 with ranks 1801, 1802 and 1803 before today's draw. They would be ranked as below based on the profile creation date:
1801 - CRS 475 - Sep 5, 2017
1802 - CRS 475 - Oct 5, 2017
1803 - CRS 475 - Nov 5, 2017

As 2000 applicants were selected, all 3 applicants get ITA. The ranking order is irrelevant for all the above 3 applicants as all 3 get ITA.

I beg to differ here. As CIC has mentioned clearly in the example, it could still be a possibility that a candidate with higher CRS than cut-off will not be issued ITA if he submitted his profile after the final candidate (2000th).

Dear friends, just want to share my pointing history in EE profiles:

Began with 374 with my 1st IELTS results;
Then went for retaking TEF Canada with which I got 2 more points (previously that was just 10) so CRS was 376;
Retook my 2 IELTS and increased my CRS 382;
3rd IELTS was decider and got CLB9 which gave more more points, CRS increased to 416 and I was in the pool with this score for a year;
Finally, my old EE profile expired and recreated my new one, besides claimable work experience completed (25 more points were added to the CRS), I mean it is now 3 years full! So my CRS 416 went to CRS 441! :):):)

Friends, as you may see I did everything and never back down, I invested enough money to improve my application and waited this moment for 6 years (coz I began my immigration in 2011, really long time ago). Remember, good things happen in its own time (referring to @andieangel ) and that will happen for you as well. Never give up and stay positive, hopeful, friendly! :);) Get some jokes from my little brother @Karnesh and some useful tips from my big brother @TanakaM
And even if I get an ITA very soon, I'll be here to cheer you up my friends ;););) We will all make it in 2018! Friends forever for me!

CIC made a simple human error in the example by mentioning 423 instead of 421.

Please read the below line copied from the same page to know when the date and time of profile creation becomes relevant. It matters only in case of a CRS tie which means only when more than 1 applicant is on the same CRS.

"The Express Entry system ranks candidates in the pool by their CRS score. In case of a CRS tie, the system will then rank all tied candidates based on the date and time that they submitted their profile."

Have been trying to immigrate since 2014 but no luck. Gone through financial difficulty which delayed the process then IELTs got expired then took couple attempts at IELTs but no luck. Still determined to take another IELTs untill I get there or CRS get to me.:D:p

2018 will be our year if GOD wills.

Just got my latest IELTS score and my CRS score went from 402 to 456. Finally I have a hope of getting an ITA now.

I am grateful to a lot of members in this forum for keeping us hopeful. You guys are awesome!!!

I know I am a long way from the actual goal but atleast I am one step closer now.

Patience and determination will pay off, and now we all want to get an ITA without doubt. And I really hope 2018 will be ours and we may meet in Canada next year, coz 2018 will be getting an ITA, PPR, Visa, PR and LANDING ;)

Not necessarily. To elaborate - if you have a score 458 and above and haven't submitted your profile before 23rd Oct (some time 15:xx:xx) then you'll not get ITA for this draw.
This is incorrect understanding. Please don't misguide. I have reported to CIC regarding the error in the example. Hopefully they make the correction soon so that it does not confuse more people.

It defies logic is what I can say. Then what's the point of having CRS based draw? It will be then based on the date of creating profile but not CRS
I agree. But it looks like you have to beat score (with CRS) faster than the rest of the people. Let's wait for the next draws and we will know.
Question to the folks here - Has anyone submitted their profile have more than 458 CRS after 23rd Oct 15:xx:xx and received ITA? ;)

It is no brainer, mistakes happen from humans, and of course they are humans. As tie only happen when 2 numbers are equal, and you can not apply tie breaker rule to the person who have crs score more than the cut-off, before the draw happened.
