You don't need a NICOP until you become a Canadian citizen. After that, you can travel to Pakistan with your NICOP and Canadian passport without a visa or a valid Pakistani passport. For now, use your Pakistani passport to enter Pakistan and your ID Card for any government transactions inside Pakistan.
