Just got pre arrival and medical request again for my parents from NDVO. I'm assuming as others have said I'll have to wait till Jan to get the passport request and it likely means approved for now. They mistakenly told us in June of this year to redo our medicals and I have asked for a refund many times as it was their mistake. I'm hoping we can reuse those medicals from June to submit it and save ourselves an expense but somehow i doubt it let's see. The others that are getting medicals done again did you get pre arrival letters also from NDVO?

My mom received re-medical request but no pre-arrival letter. What exactly does the pre-arrival letter mean? Also, does any one have a clue why some are getting it while others are not?

Does anybody know where the ppl whose CIC Center is Ottawa (and who are not in Canada yet) are supposed to send passports? To their local visa office? Or to any visa office?

The passport request email / letter will explain you where you can submit the passport.
Normally they give both options.

2. Few days back my mom had received an email for re-medicals which was expired on July.

I just got the request to pay the landing fees from NDVO. But it says it needs to be done by Jan 3rd so I think it confirms they can't issue visas untill the new year

Did their ME expire when you got landing fee payment request. I believe you might have paid the landing Fee along with medical or perhaps while filing. The reason being for the folks who did not pay landing fee upfront or simultaneously with ME, its likely that landing fee might be last step.

Whats the best way of submitting the receipt for the landing fee? They said to fax it to the Mississauga office but online there is a place to submit it - any recommendations which is the best way?

if they said to fax them - follow instructions
