appropriate type of visa for study permit's spouse?

Hi. I got admission from Dalhousie university for Ph.D degree with scholarship. I want to know what is the best and less risk of rejection type of visa for my spouse??
Some people suggest me OWP visa. Does my spouse (studied master of engineering) need english proficiency test for working in companies? If yes is TOEFL acceptable or just IELTS?
By the way he doesn't have job offer and work experience

Your spouse get the spousal open work Permit based on the fact you have a study visa. He does not need to have a job offer. For move clarity call the CIC to find out how to make the application and what documents you need to submit.

I have a friend who had his university study permit and filed for his wife on his own and it was approved. So its nothing complicated. Call CIC and they will email you the forms
