I was issued my Canadian PR Card in 16 Jan 2016; I did my landing on 26th July 2016 in Vancouver and left the country after a week. I have been residing out of Canada since.

1. By what date I should go back to Canada to be able to maintain my permanent residency?

2. How long do I have to be in Canada on a PR to be eligible for Canadian citizenship?

Appreciate your guidance.
 
1. Before you have spent three years outside of Canada. You'll then need to remain in Canada for two years straight to ensure you can keep your PR status.
2. Three out of five years.

Assume the dates you quoted are wrong getting your PR card in Jan 2016 before you landed in July 2016 which obviously would be impossible ! To clarify you must accumulate 730 days in Canada in the first 5 years from the day you land (26 July) and not from whatever day your PR card was actually issued.
