Return of fee

I really need to know why imigration Canada is not sending my money back. I paid 1100 for my sisters application sponseship and after they told me I am not eligible I withdrawed it right away and then contacted the permanent residency office overseas and was informed they never started my sisters pr app so they refered me to canadian office I filled out lots of request forma and tried to call them. But there is nk answer..it is like 1 year they did not send any cheque to me. My credit card number has changed and I told them in multiple emails.
Please advise what else I can do..

I believe there's different department that handles.
It's easy to get refund if you email to PRMS-SIGPR@cic.gc.ca with list below

The reason for the refund:
depends how you paid, You'll get paid within 6 weeks by cheque

Hi all,

I did sent my request to this email and also filled the webform and faxed docs to them but then I got an email from the agent asking me to fill up webform again!!!!!!!! I don't know what else they want me to do! this cic general number never picks the phone and they just hung up

pls let me know how I can get my money back!
