They are ties, but they are not strong ties.
 
Land is an inactive investment/tie. It does not require an applicant to return by a specific date for it to be considered as a strong tie.

Land will be considered as a strong tie IF it is agricultural land that requires your physical presence for farming activities..... or if it is a residential/commercial plot of land for which you have evidence (construction plans, government approvals, loans/finances, etc) to prove that you must return

It's not possible to predict the chances of getting approved. Your chances would depend on how well you present your strong ties and documents.

That said, it's advisable to not mention your purpose of visit as wanting to take care of your sister/her baby as this can be viewed as working illegally on a TRV

i will not b taking care of the baby... just want to meet them n i plan to show a short visit of 2, 3 weeks... i just want to know that leaving my children behind n taking taking leave frm job will b considered as reason to return back

Yes, these can be stated as reasons to return. Do make sure you support your strong ties with evidence (and not just explanations)
