This says, if you committed a felony, none violent, just one conviction served two years with 20 years passed since conviction, no other criminal record have a clean record after serving your time, have lead a non criminal life and is a productive person in society you are deemed rehabilitated?
The process is you need to send in for the fbi finger prints, then send in your rehabilitation application and wait for the answer?
Is it better to have a lawyer do it for you or can you fill it out yourself, it seems like a lot of information to get yourself, can a lawyer obtain the information for you.and you just fill out the paper work?
What has me confused is what the criminal charge in Canada would be? Since it was charged in the USA.

Is the wikihow explanation correct! If not please explain?
Do you know of anyone who applied for rehabilitation and got it?

Anyone with a drug felony conviction from 20 years ago? Can you get rehabilitation?

Or is it just a waste of time and money to apply?

If you have a single offence, and that crime, if committed in Canada (you need to find it in the criminal code - http://laws-lois.justice.gc.ca/eng/acts/C-46/), has a maximum sentence of under ten years, AND at least five years, sometimes ten years have passed since it was committed, you may be deemed rehabilitated. If so, you need do nothing, you can enter Canada. If it was more serious, or more recent, you may need to apply for rehabilitation, which involves filling in forms, sending them off, persuading them you won't do something like that again, and waiting.
