Let a relative or friend go do the application on your behalf at the police headquarters, the last time i checked it was 1,200 or so for people leaving outside who want one

Ghana police takes the passport pictures inside their office. You need the forms filled online to speed your app up else you will fill the same forms.
You can register and submit your application online on the Ghana Police e-Services website or you can appoint a representative (can be a friend or relative) to apply at the CID Headquarters in Accra on your behalf.

so since your not going to be present then take 2 passport pictures with the fees applicable last we went for it was June and the fee was 120 for residents/citizen of Ghana- which technically you are so pay that don't say your not a resident no need to pay 1200.
however
Certificates are only available to people who have lived in Ghana for three months or more.
If you have lived in Ghana for three months or more, and no longer live in Ghana, follow the directions above for citizens of Ghana who live outside of Ghana.
If you have not lived in Ghana for three months or more, you are not required to provide a Ghanese police certificate. If you are asked for a police certificate from Ghana, write: “I cannot provide a police certificate for the time I spent in Ghana because certificates are only available to people who have lived in Ghana for three months or more.”
so if you have been requested then yeah have one of your fam arrange it

Were you refused of Outland sponsorship? if yes your applicant has to file appeal in Canada -Immigration appeals division- you have about 30 days to file

I know but how can an applicant living in Ghana can show up in canada for appeal hearing?
You must be Canadian resident to file for an appeal. There are numerous appeals which one are you filing for? if sponsorship -spousal the main applicant Canadian citizen will file it in Canada for you 30 days from date of refusal... the court hearing will be within 120 days once appeal is accepted to proceed. you need to elaborate more on your situation you living in Ghana as the only info we cant assist you with limited details.
so what application were you refused and to your question how can a person living in Ghana show up to court in Canada? you can show up by Boat, Flight LOL... you need to be specific stop dancing around the questions.
You did not follow the question please. This is sponsorship application. Both the sponsor and the principal applicant are living outside canada. I know i can take boat and flight. What i need to know is how is the appeal going to be arranged for the applicant living outside? I thought a provision is made to hear it in the. VO where the application was refused
