Is the ECA *paper* report (in my case from WES) required at any point during the PR application?

I ask because I did not receive it (probably lost in transit); it was not required for the ITA online application, and WES specifies IRCC gets a electronic version of the report directly from WES.
Is my paper report required at any point?

No, the electronic version is okay for your application. The paper report is for your personal records.
