I applied PR inland and OWP after 7months in Canada but i only submitted police check from my country. Anyhow without a letter from CIC, its impossible to get pc from RCMP but if you still wondering, up to you (this as i experienced, maybe someone else has different experience). In my city, pc would take almost 2months.
I'm sorry, I'm not sure I understand what you said.

- PC: You meant that you already had PR without PC?
- RCMP: You did try to get PC from RCMP but you could not get it?

only me as applicant who submit pc from my country only (since most i lived there)

How about your husband? Did he need to get PC as well?

We had to get the RCMP fingerprint certificate too. However, we did not apply inland, so we had to go through a fingerprinting company. I would say it did not take as long as 2 months. It was all done in less than 1 month. Once the fingerprints were digitized and sent to the RCMP, I think it took around 2 weeks to get the certificate back from the RCMP. We did this before we got the request (which they didn't send us as there was some mix up between Mississauga CPC and the VO).

Oh i see, less than a month and you said "we" means applicant&sponsor get the fingerprint? Thts a great to minimize the worry, thanks for sharing

May i know how long have u been in Canada before you apply outland?

Thank you dear! So I have a bigger hope now! Can you please tell me which company that you used their service? According to CIC, I can use directly RCMP's service or accredited company.

However, I think others went with different companies here. You can search for RCMP fingerprint on the forum and you can find what other companies people used here.

When you take the paper fingerprints, make sure that you take extra prints in case they don't accept one set. My partner took about 3 sets just in case.

Yes, we paid $125, I believe. We did not have the request letter at that time. The reason we did it in advance before they sent the request was because my partner went to work on a project at a remote mining facility where he would not be able to access the police station to get his fingerprints taken. We knew he should be getting a request because he lived in Canada for a year.

Anyone living in Canada for over 6 months continuously should get the request for a finger report from the RCMP as they do a search through their database based on the fingerprints, so a police report from a police station without the fingerprints is not sufficient. My partner also had one ordered from the local police station using just the name search but we couldn't use it.

You do not need a letter of request to get this done, so it can be done beforehand and when you get the request, then you can send it in right away. They will give you 120 days to submit this. Bad thing is, I heard they won't finalize your app until after the 120 days has passed. Someone correct me if I am wrong about this, but I think I read it somewhere on this forum that this was the case.

If the applicant is in Canada (say visiting) , it is possible for him/her to go to a RCMP detachment to get the fingerprints scanned in directly on their machine. However if the applicant is out of country, he/she will have to find a place that can do the paper fingerprints. This varies with the country the applicant is in.

I will probably go in to this company while I'm in Toronto and get it done before submitting the application.

Perhaps a more general question for anyone, would there be any use in sending the certificate upfront with the application rather than wait for the request, or will this just complicate the process?
