No. Passport Received by Agent is the date, they open the package
 
Which I assume should be prior to sending the passports for printing, am I right?
Exactly, Mostly they send it on same date

Hello @ Iprabhjot. Congrats. Just a question, how do you get to to know the package has been opened? I called CIC last week all i was told was that my pp has been received and they are in printing queue. Is there a specific question you have to ask? As agent I spoke to was not very polite.

That means you are good. Should be back in no time
 
As far as I know you are allowed to move to any province if you are not a PNP nominee.
However, note that for your landing procedure there is a restriction on landing in the province of Quebec as this province requires that you have a valid Quebec Certificate of Selection. If you don’t, and you attempt to do your landing there you should be prepared to prove your clear intention to reside in a province other than Quebec. So better to avoid Quebec landing in my opinion.
Bottom line, once you complete landing you are free to move about/settle wherever you choose to.

Also what if the city of destination on COPR is mentioned as Toronto but you want to move to Vancouver considering you are not a PNP nominee.Can you do do the landing at Vancouver border?

Guys, this forum is really helpful.

I just have a quick question. If you are not part of 'Provincial Nominee Program', and on your COPR the 'City of destination is Toronto but can you to move to Vancouver instead and do the landing at the Vancouver border?

Note - You we not nomination by any province or territory.

I don't think you will have any problem with that. I wasn't aware and did not write mine too. I just received my COPR today. Make sure you don't make the same mistake next time. LoL
