In your case the application is waiting an approval from the agent to confirm the program analyst recommendation

I am FSWO not PNP
The process is same for FSW and PNP.

The eligibility takes place in two phases

1. The program analyst will review and make a recommendation, which can be recommended passed, review required etc.

2. An officer will then review the recommendation and make a final call. This will change your status on page 2 of the GCMS notes to "PASSED"

I appreciate if anyone could help with my query

I am an FSW-O applicant and submitted my Express Entry application on 14th of July. At the time of submission i uploaded last 6 months bank statement (collected only a week before from the bank) and have been maintaining my account since to the threshold of 12300 dollars.

Now the problem is I am in a spot of bother and need almost half of this money to use and can de-deposit in my account in a few weeks time. So is there a chance that CIC will ask me to resubmit fresh bank statement of last 6 months and if they do can I be refused on this ground?

You can use the money, it is your money can can explain it if need be. No need to worry.

I hope you are doing well sir. Today I have 3 questions for you and hope you can answer my queries despite your busy schedule.

1. My profile is showing IFHP (Interim Federal Health Program) application apart from the PR application. I think it is a bug as I have seen some other guys have reported it earlier. But could not find what they did about it eventually. I researched about it and it is not even distinctly related to me or my application. So, what should I do now (says 60 days to submit)? Just ignore it?

Just ignore it and report it to the technical team on MyCIC


2. Received my 3rd set of notes and between 2nd (18.08) and 3rd (19.09), nothing has changed. My AOR is 1st April and file at NDVO. Eligibility met then changed to not started before being sent to NDVO on 18th July. What should be the appropriate course of action in my case?
You will have to wait it out. NDVO is overburdened and takes time to process. You can order GCMS notes, they sometimes do help push the application further. If you have crossed the 6 months mark, you can raise a CSE and ask the status of your application.

3. On 2 pages there is s.16(1)(c) but my security is not started. Does it mean verification of job as well and in which cases should someone be worried if they have this s.16(1)(c)?

The job verification happens in eligibility and if there are concerns at the LVO, but if your see no concerns in the eligibility, no need to worry. To read more on s16 see https://www.getgcms.com/blog/s15-s16-top-right-gcms-denote/

If the status against your security is blanked, and you see s16 on the top right corner, then your security is in progress.

I got rcmp request last august 22 ,which i submitted on august 29.
I got gcms notes which were generated on sept 14, agent did eligibility review on same day but cirminality still shows in progress.

Is there anything I can do, so that pick my file for finalization as agent already did review & criminality show be passed after rcmp reviewed, medicals are already passed. Security will be only left.

There is nothing much you can do except check if they received the RCMP PCC. You can tray and order another set of GCMS see if the PCC is on record, raise CSE and ask for status if you have exceeded the 6 months processing time. Apart from that, you have to wait it out.

As per the trends you are just one short of another one and then your security should be complete. So just wait and get another GCMS notes in a while and see if there is any change.

@legalfalcon I worked with VFS as a Visa Officer in London around 8 years ago- do you reckon this counts as working for the government?

No, you were employed for a private organization as they gave you the salary. VFS had a contract with the government, not you.

I’m from Libya and I have been living in the US for the last 2+ years on a student visa, and currently working through an OPT work permit.
I received an ADR requesting a Police certificate from Libya. In the cic website they don’t require A PCC from Libya unless they request one. However, in the website they say the following:
If you live outside of Libya:
Certificates are not available for former residents. If you no longer live in Libya, you are not required to provide a Libyan police certificate. If you are asked for a police certificate from Libya, write: “I cannot provide a police certificate for the time I spent in Libya because certificates are not available to former residents.”

My question is, what should I do? Should I try to get a pcc from Libya? Or follow the cic instructions and say Libya doesn’t provide pcc for people who don’t live in Libya. Receiving the ADR made me worried, and don’t what to do. Can you help me please understand what to do?

Dear Legalfalcon,

I submitted my application on 25th April 2017. Medical passed on 20th June and they requested for Additional PCC from Japan. I uploaded the PCC on 4th July. The additional document status changed to being uploaded>being reviewed>we do not need additional document over next 2 weeks. The last time it changed was on 20th July, even though I did not get any messages.

Meanwhile, background check section has always been: Your application is in the process, we will send you a message once we start your background check.

Last week, on the 28th September, I sent an email to Ottowa and they replied saying "Your application is currently being processed at the visa processing center in Manila". They did not mention when it was transferred, though!

It has been over 5 months since I have applied and the account does not show any significant movements.
I am really worried and nowadays getting worried.

Can you please advise what can be done now? Is there something I should be concerned about?

Application Details:

EE, FSW O (India), AOR 9 Jun 17

Marital Status in application: Legally Separated

as the Divorce petition is still being contested in Indian courts for nearly 1.5 yrs now. The timeframe for final outcome is uncertain and obviously out of my control, it takes its own time as per Indian judicial system.

Documents provided during AOR: Divorce petition copy and LoE

ADR1: 9 Aug requesting Divorce Decree, wherein I responded with LoE, letter from lawyer about court proceedings (including uncertain timeframe) and latest court order

ADR2: 25 Aug requesting Divorce Decree second time and putting file on hold for 60 days.

Given that surely I am not getting a final Decree soon and even do not know when, I am planning to provide the following this time:

a. LoE explaining the timeline is uncertain and not to put me on hold for that long + I made attempts to get her examined but no cooperation attained

b. Solemn declaration (notarized in India) that I undertake not sponsor my non-accompanying spouse under any immigrations program in present / future as per R117(9)(d)

c. Letter from advocate with updates and the timeframe for final decree can take 2-3 yrs or even more

d. chronology of court hearing dates already elapsed


point a,b were also suggested by CIC helpline, who supposedly discussed with Technical team

Will these docs help support my case and convince Visa officer, given that I do not know when the divorce decree will be issued. Can you suggest if I can add anything??

What to do if they still insist on final Divorce Decree?? Pls help
