hi friends...one of my friend applied in OID on 9th august.His file is in process on 20th september and returned on 21st september due to missing document "settlement plan". he mailed them settlement plan but they said your file is now closed and u applied in new intake once it is open. can any one tell why they reject the file by only one missing document... can they not issue ADR in such cases?

You don’t need the license to apply but you need to provide them with your license for them to give you the nomination

yes...his file went in process...i think its 2253 or 2231
