I arrived into canada in 1990, i got my landed papers in 8/2014
my question can i apply under the new rule 3/5 for the citizenship?

Not yet. No one can yet.
Whether you will meet the eligibility requirements under the new rules when they do take effect (a date which is likely to be announced this week) depends on many, many other facts and circumstances apart from and in addition to those you disclose here. Once the new rules take effect, you should simply go to the IRCC web site, look for information under the heading "citizenship" and, in particular, applying for citizenship. There will be plenty of information there to help you determine if you are eligible.
In the meantime, you could go to the IRCC website and look for this information under the current rules, and analyze how it is you do not currently qualify under those . . . and get a rough idea whether you will qualify under the new rules when they take effect.
The main thing is if the
only reason you do not qualify under the current rules is you fall short of 1460 days actual presence in Canada since becoming a PR, you will most likely be eligible
WHEN the new rules take effect
IF:
-- you are short less than 365 days in that calculation (that is, if you have 1095 or more days APP since becoming a PR)
-- or the number of days you are short in the current calculation, minus twice the number of days you were in Canada before becoming a PR but also within the previous five years, adds up to less than 365
That calculation is not precise, but would give you a rough idea how close you are. Obviously it depends on how often and for how long you have traveled outside Canada . . . and there are other requirements to be met as well.
