Hello Every one.. i knw every one asks this question, but as im new here, i need to know what tis the cutt off points this time, i mean my CRS score is around 391, so what are the chances, any one knw the lowest points at wich PR was awarded

The lowest point called till date is 413 i think and then it increased from there. It may or may not go below 400. But about 400 the scope is more.
Otherwise, you may have 2 options. Either to increase points by improving IELTS score or to receive province nomination.

Coming to your second question, federal ITA hasn't gone below 413 and I don't see you getting federal invitation considering your score.
What you can do is Re-take IELTS and get CLB 9 or higher. This wil boost your score by 40-50 or more points.
French language marks can also be considered but I prefer the IELTS approach.
Some folks got OINP with 390+ points. That depends on your NOC and is an option as well. But not sure one as your never know if OINP wants your profile at that low score of not. If you get 400 points, then your OINP chances increase exponentially as well.
Again here, you need to improve by min 9 points and IELTS is the best way to do so.
