Hmm.. good question. I guess in a way it is unless your circumstances have changed which makes you ineligible or something?
PPR is the last step of PR.
"The processing of your application for permanent residence in Canada is almost complete. You must complete the following steps within 30 days in order for our office to issue your Confirmation of Permanent Residence and, if applicable, permanent residence visa."

if you don't get PPR, you receive a refusal letter, because the decision is made.

Thanks. Well, that's a question I don't know the answer to :) Lets see how soon I can convince my family to come out of their comfort zone and how soon I can find a decent job!
Province of Alberta, Cities like Calgary and Edmonton seems to be a good option for families....

What is your job code?

Well there is a lot of resources online to assist you in your job hunting :)
Also, it is safer if you can secure a job offer rather than flying to canada without one :)

Here is a link to assist you on job hunt in Canada for foreigners.

https://www.quora.com/Is-it-hard-to-find-a-job-in-Canada-for-a-foreigner
Thank you. This is very helpful. My relevant NOC codes are: 4165, 4011, 4162, 2161, 1254.

I've realised that academic jobs are not that easy to get or maybe I am expecting too much :) So it may be the commercial drugs industry in the end - dark side but more money :)

Please note that these instructions apply to passport holders from Mexico as well, who, as of December 1, 2016 , do not require a visa to enter Canada.

***Please note that Confirmation of Permanent Residence and permanent residence visas cannot be issued to holders of Diplomatic, Official or Military passports. You must have an ordinary passport.***

question, for FSW Inland, do you have to go out from Canada and get back in to activate PR?

I am a statistician and health economist - data science is sort of similar in some ways but not sure if I can call myself that. I live in the UK.

3-5 weeks (max 2-3 weeks for approval, 1-2 weeks to get passport back)
yes you need to go out Canada
you could go to USA, no visa needed, just say Confirmation of Canada's Permanent Resident at USA border, they give you a document to Canada's border officer and then you go back to paradise,,,
about proof of funds, they just need a amount to fill up their paper work as a border officer
