Generally, Universities send the transcript through ordinary mail, (this was happened in my case, so I ordered to resend it through fedex and paid extra and got a tracking no. the second time) which was delivered to WES the very next day. So you can do the same.
In my opinion WES will not accept transcript through fax....you can check with WES, but better to invest extra and get a tracking no, cuz WES will ask for Tracking no.

Do you have the courier tracking ID? Is the ref number mentioned in the docs inside?

Yes both..
I have the courier tracking id.. it has reached new delhi now.. was sent from goa on 09 sept

Then that's fine. Once the documents are delivered, call Wes immediately, give them the tracking ID and tell them the reference number. They will update it. It's hard to get them on phone but keep trying. And monitor your application status on Wes online.. it usually changes to docs received almost a week after it's been delivered.

be careful to do things as required for the next steps, you may be fine with wes but with IRCC things can get tricky. Good luck!

read the articles on the website and check the forum, they should cover everything. What I meant is the reference letter on the envelope was mentioned on the WES site, so you should really follow what they request
