Which programme are you hoping to apply under?

You need CLB Level 7 to qualify for the Federal Skilled Workers (FSW) programme (IELTS 6 in all 4 language areas equates to CLB 7), so if you're applying under FSW, yes, you need at least 6 for each even if your title belongs to NOC Skill/Level 0 or A...

If you're applying under Canadian Experience Class (CEC), you need at least CLB 7 for all areas for NOC Skill/Level 0 or A, and at least CLB 5 for NOC Skill/Level B. In other words, again, yes, it's necessary.

But if you're applying under Federal Skilled Trades (FST), you only need CLB 5 in Speaking and Listening, and CLB 4 in Reading and Writing... I assume you're not applying under this programme though because I don't think any of the professions that qualify for Federal Skilled Trades fall under NOC 0 or A...pretty sure they're all Skill Type B...

Hi,

It is mandatory for you to get minimum CLB 7 which means reading, writing, listening and speaking minimum 6 in IELTS, if you are applying under NOC 0 or A occupation.

For NOC B occupations, the minimum level is CLB 5 which is 4 for reading and 5 each for writing, listening and speaking in IELTS.
