Is ontario graduate certificate equal to post graduate?

would it be equal to the post secondary at the university level too as in, is an ontario graduate certificate equivalent to a graduate diploma from a university? Requirements are different like the diploma requires a gpa of B on a bachelor and letter of interest in field of study. The graduate certificate just requires a post secondary diploma or degree which includes the Ontario college diploma. That would make them different right?
While filling form IMM1294E, what "level of study" to select for ontario college graduate certificate
Option are:
College - Certificate
College - Diploma
College - Applied degree
