Any probable future changes in Canadian immigration process?

My NOC(3114)-Veterinarian is on the list of skilled occupations eligible for EE. It was not on the list for almost a decade. I was wondering how fast are these lists subjected to change?

An optimum time for me to immigrate to Canada will be in 2019 but I'm afraid that the immigration policy may undergo changes by then. A Conservative government may make the process strict.

Also the immigration process keeps on getting revised periodically and it seems that what is an easy immigration today may not be as easy or altogether impossible tomorrow.

Without showing any work experience, my tentative CRS score is 431. I have not started the EE procedure yet (no ECA attestation, no proof of funds etc).

Should I hurry up? What are the future projections of Canadian immigration?

Yeah but apparently Conservatives have high chance of forming the govt in 2019.
Actually most recent polls done this year suggest the exact opposite. Not that those polls really mean anything.
