If you could please check the above link and elaborate it.
I am temporary foreign worker holder of open work permit issued under IEC (International Experience Canda) currently employed in NOC O.My intentions are to apply for CEC as employment has reached almost 1 year.
My questions are as below.
1.Can a job offer from my same employer be valid without LMIA?
2.Can I claim points for this job offer?
3.Can I accept this job offer and apply as an outland applicant?

No - you can't use your IEC job as a job offer for points. To count as a job offer, your employer would need to obtain an LMIA and provide you with a permanent job offer.

No, for the reasons explained by DelPiero and Scylla. You don't have an employer named on your current work permit (one of the conditions for the eligible LMIA exemptions).

HOWEVER, if your employer was willing to apply for an LMIA and you obtained a new closed work permit, you could claim the job offer points. OR, if you were eligible for one of the closed LMIA-exempt work permits (e.g. NAFTA), after you got the new work permit, you would be eligible.


2.Can I claim points for this job offer?
No, not now.

3.Can I accept this job offer and apply as an outland applicant?
Not sure what one has to do with the other.

- On what basis are you eligible for a new LMIA-exempt work permit?

"outland" applicant? Do you mean, FSW program? Not sure what you're asking.

I mean by Outland application from outside Canada under CEC.
It doesn't matter where you are applying from. You need an approved LMIA to be able to count what you have as a job offer and to get job offer points.

Under CEC, there is no difference between inland or outland, does not matter where you apply from. Rules are the same.
