Applied for Fam Sponsorship and in the system still... please advice

Hi, I'm mum and I have an open work permit and my daughter and I are still at the fam sponsorship for perm residence stage and have been in 'processing' since last Oct.
My question is this: my daughter is 17 and would like a little part time job.
Can I go and apply for an open work permit for her and hope they attach it to our fam application?
Or should I be looking at some sort of work permit another way - she is still at high school. We dont have study permits as NZ gave us 6 months here and we just put her in school as we were already landed and they took her in. She is going back to high school this year again.
Any advice or someone who has been in the same sort of situation would be really appreciated.

Unfortunately the answer is no - she doesn't qualify for an open work permit. She will need to wait until she is a permanent resident before she will be allowed to work.

Just to add - even if she had a study permit, she still would't be allowed to work (only those holding post graduate study permits are allowed to work).
