Do I need to provide notarized translation of my national identity card?

Hello experts!

My national ID doesn't have English, so I am wondering whether I need to get a certified translation from Canada or a notarized translation from China, or neither? I couldn't find any instructions about this on the CIC website.

You don't need to submit national ID card for EE. It's not required.
You might need it if you are applying through paper based PNP though, but that's a whole different process

CIC doesnt mention instructions for every single paper. Instead, they clearly say all documents submitted must be in english or french, if not then they must be translated.
ID card is not required, but if you feel the need to submit it to show something, then yes you gotta translate it. Both options you mentioned are fine.
