Am I allowed in Canada?

5 years ago I was charged with a Class "A" Misdemeanor. I was young at the time, and I was unaware it is frowned upon to enter Canada with a charge on your record. They had told me I am banned me from Canada for 10 years after I had to withdrawal my application from Canada. All my charges were dismissed for the misdemeanor and I have documentation that the charges were dismissed. Am i allowed to cross the border, or submit something, do I address it before they ask about it or is everything dismissed in the system?
