Notarize Common-Law declaration in a country does not recognize it

Hello,

I've been living with my partner for 4 years. Part of the documents we need to submit is IMM5409E form (statutory declaration on common-law union). As per the form, three people could administer it:
  1. Notary Public
  2. Commissioner of Oaths
  3. Commissioner of taking Affidavits
The problem is, me and my partner live in a country that does not recognize such a union. In fact, t is punishable by law to live with opposite-sex partner without marriage (but often turned blind eye to it, in big cities). Now, I am afraid even if we get notary public to do to notarize the document (if they are licensed to do something like that, I have not checked yet), we might put ourselves in trouble. For what its worth, I am Muslim, and my partner is Christian.

Are you Lebanese if I may ask? In Lebanon for example there is no chance of getting a common-law union registered as it's not recognized
I think the best option is to just get a civil marriage somewhere if you're considering it. The certificate will be out in less than a week. Cic doesn't require your local marriage registration if you want to avoid the hassle, just the certificate in the country you got married in.

The only option is for both to apply as single individuals. If you both have a good English and education you should be fine. Did you consider the option? It could actually be faster for the both of you.

There is a common law schedule you can legalize in the canadian embassy.. you should show a prouf of.common life together like bills .. rent contract... bank account..

Hi! I've been looking for this thread as I learned something new!! I came across something that says that one year of living together will count as common law for Canada even if it's not a common law in the country of origin. So if you lived together for over a year you can apply as common law. Even if in your country of origin for example considers common law after 6 months you still need the year.

How were you able to work this out? If you have friends get them to attest to your relationship, submit lots of pictures and documents to verify that you have indeed lived in a conjugal common-law relationship and also include a letter of explanation outlining how you were unable to get the document notarized. I think this will be sufficient in your circumstances. In 6 months you both will be in Canada where fortunately you can live and love as you please.

OMG Guys!!!! Thanks for the pieces of advice. I will be applying the EE and I was checking on common-law notary. I am in a common-law relationship with my neighborhood partner. My country is not applying the common-law / acceptance. I was too curious about the common-law document as I am planning to apply PR for my common-law partner in the future.
