PNP Nomination help required

Hi,

I have qualified for FSW(Federal Skilled Worker) with 370 CRS points.

1) I would like to know whether Is there any province where I can apply for PNP without a job offer from that province ?

2) Will I have a chance to get a PR with score of 370?

3) Suggest the PNPs for which I can try for without job offer? My job code is 2704 & 2705 (Software Development .NET)

Any help would be appreciable.
