Questions on application (RQ, PCC, CRA)

Hi fellow netizens, I'm applying for citizenship end of the year when 3/5 rule comes into effect. I have some questions on the application - appreciate any input and advice

1, We are required to provide 2 pieces of ID, example being the bio page of the passport, driver's license or health insurance card, as listed in CIC. However, since bio page has to be provided anyway as required in another section, can we then just provide one other kind of ID? (e.g. if one doesn't have a DL, and only has govt issued health card. So provide this piece of ID with two duplicated copies of passport bio page as required by two different sections of the application?)

2, During my years of PR, I spent a year studying overseas and now require police certificate for that period. Had I better submit the application as soon as possible with a note explaining the situation, and send the PC later, or, wait (maybe 2+ months) for the foreign PC to arrive and only submit the application then? Which way is faster / more efficient in general?

3, Regarding RQ, is it good practice to obtain CBSA records by ourselves and attach it with our application, or just leave it to CIC to access CBSA records? What's the deal of some applicants getting RQ AFTER taking the test?

4, Also, looks like in addition to frequent overseas traveling, employment record also plays a big role in triggering RQ. After my study abroad at an ivy-league equivalent school, I spent a gap year in Canada, exploring different possibilities and opportunities without officially being employed in any way. Should this be a concern to the CIC in your view? At the end of the day, what does CRA access imply about the importance of income / employment in determining the eligibility of citizenship?

5, Just to confirm, I do still have to provide copy of the PR card, even if it expired, right?

1. Why not just provide the IDs that everyone usually has (passport, driver's license). It is always safer to use government issued IDs.
2. You have to submit PCC with the application. I do not think you have an option to not (unlike in PR application).
3. You do not have to attach CBSA records. You simply give them the right to check it. People get RQ if there is any doubt about whether they actually spent time in Canada like they are claiming.
4. Usually not. Employment is easy to verify so always helps if you have income shown on CRA returns proving it. If you do not have substantial income in the year, be prepared to show other forms of proof such as cellphone bills and bank statements proving you were in Canada.
5. Yes.You should also look into renewing it and making sure your PR status is not in jeopardy.

Thanks for reply!! Your reply makes sense - so all in all, the RQ, CRA records are to double and triple confirm a person's presence in Canada - now that we don't need to show intent to reside.

Honestly I just don't understand with records from CBSA, why would CIC still suspect a person's presence in Canada and therefore has to resort to other, more circumstantial evidence like personal declaration supported by cell phone bills for example. That is, unless there is significant loophole to CBSA statistics where people can be outside Canada but not have an exit record on CBSA.

My 1st question is if someone only have passport and health card and doesn't drive so doesn't have DL. Now since passport biopage has to be provided anyway, can one use the passport again, as that second piece of ID? So it's like providing two duplicated copies of the same bio page.. I've a feeling it's a rather minor technicality but it'd be good to clear it out hehe!

yes you can use passport see below details.

4. Two (2) pieces of personal identification
Both pieces of identification should show your name and date of birth, one of which must have your photo on it.

Examples include:

• a Canadian driver’s licence
• a Canadian health insurance card
• a copy of the biographical page of your passport/travel document, etc.

If there is information on both sides of your personal identification documents, provide a photocopy of both sides.
