I have got my Indian & FBI PCC but for my wife her Indian PCC is taking time but have her FBI PCC.
Is it possible I submit my ITA and once I get her Indian PCC then upload her document?
Don't submit your eAPR until you have every document, BUT if you can't get every document by the deadline, you should still wait until the deadline to submit (to show CIC that you waited as long as possible and still couldn't get all the documents).
Ensure you upload a Letter of Explanation (LOE) along with all your proof that you tried your best to get your wife's PCC by the deadline (copy of the written requests, copies of communications between you and the agency, receipts of payment).
Please note though, there's no guarantee this will satisfy CIC and that they won't cancel your application as incomplete.
I don't know how long Indian PCCs usually take - if you waited until the last minute to request your wife's PCC, CIC might not be too kind about giving you an extension. The extensions I have heard about are usually for the FBI PCC because CIC knows those take 3 months or longer to get...
