Dear All,
I am residing in Regina now, I would love to get some information regarding insurance, govt fees and all that which I need to pay monthly for a car.
Maintenance and gasoline expenses are quite dependable on car's condition and my usage, so better ignore this part.

Count something around 100 - 150 CAD per year for the fees for licence plate renewal (that you will get new sticker for your plate and that you will pass the safety test with your car).

Then count 3500 to 6000 CAD (or more, depending on the size of the car), for a new driver to buy a car.
Gas is app. 1 to 1.1 CAD per liter (smaller cars need like 7 liters per 100 km, bigger a bit more). Here costs will strongly depend on where will you commute.
In total car expenses will be the second biggest after rental payments (unless you have children).

Insurance can be from as little as 60-70$ a month to 600-700$ a month. You can only find out when you get a quote from an insurance company or a broker.
 
Got a quote for $600+ a month for the Subaru Forester 2009 I was looking at in Toronto. This means close to $8,000 insurance a year for a $10,000 car. And this was the best offer from tens of others through a brokerage website with multiple agent.

I did not go ahead with the purchase and will be searching for other models that could come up with a lower insurance.
 
I would imagine the issue isn't with the Subaru forester. Car insurance is very expensive in Canada partially due to fraud. The issue is you probably don't have a driving history in Canada so you are a new driver or immigrant driver which will come with higher rates. If you don't have an accident for 3-5 years you may be able to qualify for a better rate.

I didn't upload the blank back side of my PCC which has a small seal of foreign ministry attestation. Will this create a major problem? I am 160 days from AoR. Currently my file is at a local visa office.

I believe the brand, model and year also plays a major role. Now I am looking at the mazda 6 2010 and it come at just above 300$ month which is almost half of the subaru forester 2009, all other factors remaining the same.
 
Brand, model, cost of vehicle and year certainly make a difference. Subaru Forrester is known as a non-flashy dependable car and I don't think it is high on the list of list of most stolen vehicles. Mazda 6 isn't as good a car (Mazda's are still very good) and is less expensive but I am surprised and the large monthly difference.

Subaru's tend to be very hard to find on the resale market. Maybe it had been in a previous accident and therefore there is more of a risk for the insurance company. Who knows, I'm not an actuary and I don't work in car insurance so I don't know evert little things that goes into determining your insurance rate .
