There has been changes to the international student program and International student eligibility for Post Graduate Work Permit program. Just wanted to clarify if a student comes in September (Fall Session) and have a summer break; he/she is not eligible for work permit? What if the offer letter states the length of two year program (4 semesters) is 20 months...?

Before trying to answer your question please can you show readers where these changes have been posted on the CIC site.

A summer break is only OK if it is a scheduled course break not a break taken by the student because they want a break if thats your question, this is not something new. For a PGWP whilst the offer letter is important what is really important is what the completion letter confirms a student has completed.

Yeah..Actually I've come to Canada last year for fall intake. I took break after 2 semesters i.e summer break . Also, my offer letter states expected graduation date April, 2018 which means it considers summer break. And I'll be completing my course within my expected completion date.
